Review of OR services

Client: A central government department

Problem: The department wanted to carry out a Better Quality Services review of the provision of Operational Research Services. The in house service was located away from the head office and much of its work involved maintenance of software. The objectives of the review were to determine if there is a requirement for an operational research service and, if so, how that service should be delivered. The Jigsaw team recommended retention of the existing unit supplemented by consultants where appropriate, which would be funded by charging for services where appropriate. The recommendations were accepted by departmental management and the in house team.

Benefits: The in house service was restructured to concentrate on services with higher added value. They had more satisfying jobs and were able to make a greater contribution to the department.
